South Korea announces a frontier AI plan worth 4.7 trillion won for 2027

South Korea's frontier AI got a scale plan. The Ministry of Science and ICT said it intends to launch, from March 2027, a 4.7 trillion won program, about US$3.5 billion, to develop a leading-performance model. Reuters published the frontier AI announcement on Tuesday, October 6, 2026.

The figure uses the rate cited by Reuters, 1,344.5 won per dollar. The plan still depends on parliamentary approval of the 2027 budget, expected in December. Only then does the ministry intend to open a competitive tender and pick a lead developer, possibly as early as February.

What the government intends

According to Reuters, the state wants to combine equity investment with private capital and concentrate computing chips, data and talent on the frontier AI project. Participation would be open to single companies, consortiums or special-purpose vehicles, with room for startups, universities and researchers.

The Korea Herald details that the budget proposal earmarks 4.7 trillion won in equity investment for a top-tier national model, with complementary private funding. The Korea Times, citing Second Vice Minister Ryu Je-myung, points to an expected 3.9 trillion won slice for about 10,000 Nvidia Vera Rubin GPUs and 800 billion won for training data. Participating companies would have to match public investment with their own capital. Those splits are reported by local press and may still change.

It does not replace the existing contest

The ministry told Reuters the frontier AI initiative is separate from the current national foundation-model program. That contest, with teams led by LG AI Research, SK Telecom and Upstage, continues and is due to pick two finalists in the third stage, with results around February 2027. The stated aim is a model able to rival leading Chinese open models.

Why it matters

Seoul already backs local models, but the new frontier AI track is a scale bet, conditioned on Parliament and private capital. Without budget approval, the March 2027 timetable stays on paper.
