RTX 5090 at Micro Center: store asks for ID and a no-export pledge

Buying a GeForce RTX 5090 at the Micro Center in Tustin, California, now takes more than payment, according to a customer account reported on October 2 by Tom's Hardware, VideoCardz and PC Gamer. The buyer says a manager required a photo ID and a signature on a form called the Advanced Computing Product Purchaser Declaration before completing the sale.

Micro Center had not, at the time of those reports, issued a company-wide statement confirming the rule for every store. What is documented is the Tustin case and the text of the form shown by the customer.

What the customer reported

Reddit user Krothic said they bought a PowerSpec AI90 with a Ryzen 9 9950X, an RTX 5090 Founders Edition, 64GB of DDR5-6000 and a 2TB SSD. Staff described the procedure as new, introduced a few days earlier. The store reportedly scanned a driver's license.

The form asks for legal name, address, ID details, phone, email, end user, install location and intended use. A staff member must also confirm that the ID was checked.

What the pledge says

The document carries the line “NO EXPORT, NO EXCEPTIONS.” The buyer certifies that the hardware will remain in the United States and will not be exported, transferred or resold to someone who intends to take it out of the country. The buyer also states they are not an undisclosed agent. Micro Center says it may refuse or unwind the sale if the information raises concerns.

Why it matters

Nvidia's top cards have become a focus of US export controls because of AI use, and parallel trade is a recurring topic. Tom's Hardware and PC Gamer note, though, that it is unclear how the store would track a card after the sale, even if a serial number could in theory link the product to the buyer.

For gamers, the immediate effect is extra paperwork on a product that is already scarce and expensive. The account alone does not prove that every store in the chain adopted the same rule.
